Dispatch processed waste


Application

This unit of competency specifies the outcomes required to dispatch all waste types to a waste treatment plant or waste disposal facility. The unit covers organising the site, equipment and labour required for waste loading and dispatch in consultation with the waste contractor and personnel at the disposal facility and regulatory bodies. The unit also covers assisting the waste loading process by signalling and providing instructions to the waste contractor, and monitoring the loading site to ensure compliance with instructions, waste containment in the designated loading area and space availability. It also covers ensuring signage is displayed for regulated waste, the integrity of waste containment, and cleaning of the dispatch area and equipment to remove contamination. The unit requires the ability to measure and calculate waste volumes and storage space, and to record the details of the waste dispatch using organisational documentation.

The unit supports those who work under limited supervision in a waste management team.

No licensing, legislative, regulatory, or certification requirements apply to this unit of competency at the time of endorsement.

Prepare to dispatch waste.

1.1.

Waste dispatch requirements are identified according to waste types, organisational and compliance requirements.

1.2.

Waste dispatch is scheduled and confirmed with waste contractor to ensure load maximisation.

1.3.

Waste dispatch information is communicated and confirmed with waste disposal facility and regulatory bodies.

1.4.

Labour and equipment required for dispatch activities are identified and organised according to organisational and compliance requirements.

1.5.

Loading site is organised to ensure safe and efficient waste loading according to organisational requirements.

1.6.

Hazards and risks are identified and managed or reported according to organisational and compliance requirements.

2.

Load waste for dispatch.

2.1.

Waste to be loaded is identified and specific loading requirements are addressed according to work and organisational requirements.

2.2.

Waste contractor is provided with signalling and loading instructions and loading assistance to ensure safe and efficient loading.

2.3.

Loading site is monitored to ensure compliance with loading instructions, containment of waste within designated loading area, and availability of space for loading.

2.4.

Regulated or prescribed waste is measured and recorded according to organisational and compliance requirements.

2.5.

Regulated waste identification signage is displayed according to organisational and compliance requirements.

2.6.

Integrity of containment is checked to ensure that load is adequately covered according to organisational and compliance requirements.

3.

Finalise waste dispatch activities.

3.1.

Waste dispatch area and equipment are cleaned and checked for contamination, and problems are resolved according to organisational requirements.

3.2.

Details of waste dispatch are documented according to organisational and compliance requirements.

Evidence of Performance

A person demonstrating competency in this unit must satisfy the requirements of the elements, performance criteria, foundation skills and range of conditions of this unit.

The person must also coordinate waste dispatch for two different tasks.

While coordinating waste dispatch, the person must:

schedule and organise waste dispatch requirements in consultation with the waste contractor, waste disposal facility and personnel from regulatory bodies

follow organisational procedures to work safely and comply with regulatory and legal requirements

organise personnel to assist waste loading and dispatch

select, obtain and operate equipment required to assist waste loading and dispatch

assist and monitor the waste loading process by providing signalling and instructions to the waste contractor

organise the loading site to ensure safe and efficient waste loading

measure and record waste details including regulated or prescribed waste, using organisational documentation

check the integrity of the waste containment to ensure the load is properly covered and signage is in place for regulated waste

identify waste types and waste characteristics including hazardous and dangerous waste, non-conforming waste and reusable or recyclable waste

clean the waste dispatch site and equipment to ensure they are free from contamination.


Evidence of Knowledge

A person demonstrating competency in this unit must demonstrate knowledge of:

classifications of waste

hazards and risks associated with loading and dispatching a range of waste types including hazardous substances and dangerous goods

identification signage required for regulated waste

industry-accepted signalling techniques

key features of the waste management hierarchy

organisational policies and procedures and regulatory and legal requirements relating to dispatching processed waste

procedures for containing segregated waste types including containing and isolating hazardous waste

types, streams and characteristics of waste

waste non-conformances and contaminants.


Assessment Conditions

The following must be present and available to learners during assessment activities:

equipment:

equipment required to facilitate waste dispatch, as specified by organisational requirements

personal protective equipment (PPE), as specified by organisational requirements

relationships with team members and supervisor:

Assessor requirements

As a minimum, assessors must satisfy the assessor requirements in the Standards for Registered Training Organisations (RTOs) current at the time of assessment.
